Brief Narrative: Toni S Hopkins was contacted near 3rd and Broadwell while walking. Toni verbally identified herself and acknowledged she had a Lincoln County Warrant for her arrest due to a probation violation. This Lincoln County Warrant CR22-263 was confirmed. Toni was placed under arrest and transported to the HCDC without incident.

Brief Narrative: On 11/22/2024 officers responded to 818 W 3rd St in reference to an individual with a warrant being inside of the Salvation Army. While inside officers observed Adam Chambers who was known to have an active Hall County Warrant. A records check would confirm this. Officers would also confirm Adams Identity through previous booking photos from Hall County Department of Corrections. Adam was transported to Hall County Department of Corrections without incident.

Brief Narrative: Rachel Howard was arrested for the offenses listed below after she was observed by Walmart loss prevention employees shoplifting merchandise (valued at $92.12) and then fleeing the scene. Upon being contacted after a traffic stop shortly after fleeing the store, she was found to be in possession of the stolen store merchandise and quantities of methamphetamine.

Offender: Cristopher Castillo Tavarez
Date and Time of Incident: 11/24/24 3:41 am
Location of Incident: W 2nd St & N Broadwell Ave
Brief Narrative: On 11/24/2024, officers observed a grey Chevy pickup with a defective brake light driving southbound on Broadwell. A traffic stop was conducted on 2nd and Broadwell Street. The driver was identified by his Illinois Driver’s License as Cristopher Castillo Tavarez. Cristopher had the odor of alcohol emitting from his person and red watery eyes. During SFST's Cristopher showed signs of impairment. During SFST's officers observed Cristopher to have white powdery residue in his nose that tested positive on a presumptive test for Cocaine. Cristopher provided a failing PBT sample. While searching Christopher's person officers located a baggy of cocaine. Christopher was arrested and booked into HCDC for the offenses listed below.

Brief Narrative: Covin Nguyen and his live-in girlfriend, Rose Harper, were arrested for the offenses
listed below after each reported the other had assaulted them physically, causing visible injuries.

Location of Incident: 316 E 2nd St
Brief Narrative: On 11/24/2024 at 0126 hrs., Officers, responded to 316 2nd St E for a reported assault call for service. Victim also reported having a golden bracelet and golden ring that fell off during the assault and unknown who took the items. Case is still under investigation.

Location of Incident: 115 W 9th St
Brief Narrative: On 11/23/2024, a female reported being contacted by an unknown male who claimed to be a family member who requested money to assist with bills. The female is currently
deprived of $1,915.00. Case is still under investigation.

Victim: 27 yr old female Incident #: L24112053
Offender: Manuel Cancio Gonzalez
Date and Time of Incident: 11/24/24 6:17 am
Location of Incident: 2622 Sunny Brooke Rd
Brief Narrative: On 11-24-2024 at approximately 06:17 hours a 911 hang up was dispatched to 2622 Sunny Brooke Rd. where Manuel Cancio Gonzalez was identified. Manuel had bite mark on his cheek. Manuel admits to being in a physical altercation with his girlfriend inside the residence. Manuel's girlfriend was contacted and identified. The Victim reports an argument ensued inside the residence which led to Manuel spitting on her, pulling her hair and strangling her while lying on the bed, in her bedroom. During this altercation, Manuel's girlfriend complained of pain. Manuel's girlfriend, bit Manuel in the face in an attempt to get Manuel off of him due to her breathing being impaired for approximately 30 seconds. Manuel was placed under arrest and transported to the Hall County Department of Corrections where he was booked in without incident.

Offender: Edward Sinner

Location of Incident: 420 N Broadwell Ave
Brief Narrative: On 11/24/2024 Edward Sinner was contacted at 420 N. Broadwell Ave. During the contact it was confirmed that Sinner had two active Hall County Warrants. Sinner was arrested and transported to Hall County Corrections.
